Iraqi security official denies militia infiltration in Basra oil industry

(UPI) -- A top Iraqi security official disagrees with allegations Basra’s political leadership’s militia has infiltrated the Basra Oil Protection Force. Issa Jaffar Jabir, director general of the Ministry of National Security Affairs, said at an Iraq energy conference there is no proof militias have infiltrated the force at the behest of the government in Basra.
Jabir, at the Iraq Oil, Gas, Petrochemical and Electricity Summit organized by the London-based Iraq Development Program, told reporters the “accusations” were “not fair.” The Fadhila Party is currently in control of Basra, Iraq’s oil capital, where most of Iraq’s 115 billion barrels of oil reserves are and nearly all the 1.6 million barrels per day are exported.
Since winning government in provincial elections the governor, Mohammed Waili, has been accused of stacking key leadership roles with his party members, including the police and the Oil Protection Force, which guards the oil infrastructure.“It’s true that the governor of Basra belongs to this party, but we cannot accuse an Iraqi official randomly,” Jabir said. He admitted some political parties, not just Fadhila, have been able to “penetrate” ministries of interior and defense, the security apparatus and facilities guards. “We started strongly to purge forces regardless of their parties and names,” he said.

Iraq Oil, Gas, Petrochemical and Electricity Summit

These high level officials will be outlining requirements for the petrochemical sector, covering issues such as refinery and petrochemical integration, feedstock flexibility and production availability for petrochemical production, as well as focusing on new petrochemical projects.
The officials will also be making themselves available to hold private consultations with senior executives from the pre-eminent energy operators. Only the best-in-breed companies will be represented at board level at the summit, building the relationships that are crucial to the future of Iraq's energy sector. The event has already attracted the leaders in this field including Exxon, Chevron, BP, Basell, ABB, Siemens, BASF and Shell, to name but a few.

Iraq to set up national oil firm

(Al Alam News) - The Iraqi parliament will vote in weeks on founding the state-owned National Iraqi Oil Company, former Iraqi Oil Minister said on Tuesday. "The main goal of the new Iraqi oil and gas bill is founding a National Iraqi Oil Company which can regulate the oil and gas sectors which suffer from lack of coordination between several decision maker and administrative units" Ebrahim Bahr Al Uloum said in remarks to alalam TV.
He added that several Iraqi political groups see the oil and gas bill as a plan to distribute the income of oil exports, but insisted that the bill has 4 goals including reviving the National Iraqi Oil Company, setting a structure for the Oil Ministry, coordinating the government and oil producing provinces and specifying the position of foreign investors. Bahr Al Uloum described the oil as the main income of Iraqi nation and emphasized that giving the exclusive managment right of the National Iraqi Oil Company as well as controlling foreign investments could ensure a just sharing of wealth from Iraq's oil reserves between the whole Iraqi nation.

Iraq Oil, Gas, Petrochemical and Electricity Summit rescheduled

(BI-ME) - Following consultation with senior officials from the Iraqi government, the Kurdistan Regional Government and the US Embassy Baghdad the organisers have said it is necessary to reschedule the Iraq Oil, Gas, Petrochemical & Electricity Summit for 2-4 September 2007. This has come about as a result of ongoing negotiations concerning Iraq’s proposed new hydrocarbon law.
Jeff Ando, Communications Director, Iraq Development Program, said: "Expectations were that the hydrocarbon law would be in place for the scheduled date, but it has now become clear that the law will take a few more weeks to be passed and that the interests of attending companies and the Iraq Development Program will be best served by ensuring that the event has the strongest and most unified Iraqi support."
Accordingly, it is agreed that 2-4 September will be the best time for the international energy community to gather and discuss hydrocarbon activities within Iraq, the organisers said. The success of this event will come from companies such as Business Intelligence-Middle East attending and the strong delegation the Iraqi government will send once the hydrocarbon law has been passed.
The meeting will still be taking place at the Grand Hyatt Dubai, which remains an outstanding venue for some historic announcements and discussions about the future of energy in Iraq. The Iraq Development Program apologises for any inconvenience caused and maintains its commitment to serve the best interests of its delegates in making sure it delivers the strongest possible event for Iraq’s energy sector.

Iraq reviews Kuwait gas request

(MENAFN) - Iraq's Oil Minister said that the ministry is reviewing Kuwait's appeal for natural gas though Iraq's domestic market will be the priority, Gulf News reported. He went on to state that Iraq's central government will utilize the gas for supplying the country's power plants. A senior Kuwaiti Oil Ministry official announced that the Kuwaiti government will conduct further discussions with Iraqi officials in the near future on Kuwait's request and does not discard the possibility gas imports to start by the end of 2007. It is worth mentioning that the Kuwaiti government signed a preliminary contract with Iraq three years ago to purchase a maximum of 200 million cubic feet of Iraqi gas per day, though the agreement has not yet been fulfilled.

Shell may be first foreign oil and gas company to re-enter Iraq

(The New Anatolian) - Shell is poised to become the first oil and gas major to agree terms to re-enter Iraq following reports that it has struck a deal with Turkey’s state oil company, TPAO, to extract gas in the war-torn country, the Times said. The report went on to say that, “The Anglo-Dutch giant is expected to work in partnership with TPAO to build a pipeline from the Kirkuk field near Kurdistan to Ceyhan on the Mediterranean, according to reports.
A spokesman for the Turkish Energy Ministry said: “An agreement has been reached which has to be ratified by the administration in Baghdad.” Shell refused to rule out an agreement with TPAO but insisted there was still no legal framework in place in Baghdad to allow any contracts to be issued to foreign companies. Ian Bromilow, Shell’s chairman for Iraq, told The Times: “We have discussions but the contents of those discussions are really quite confidential. It is still very, very unclear what will happen in the sense that there is no petroleum law in place and the issue of security,” Bromilow said.
Iraq has some of the biggest oil and gas reserves in the world and speculation about Shell’s involvement has mounted in recent weeks. The oil major has long expressed an interest in returning to the country after being forced out when the industry was nationalised in 1972, and signed a memorandum of understanding to develop a plan for Iraq’s gas infrastructure in 2005. Last month industry in-siders claimed Shell managers met Iraqi officials in Oman to discuss investment terms for any future deals. The Iraqi Parliament is due to debate a draft Petroleum Law soon. Ratification would open the doors to billions of pounds of foreign investment.
